NOTICE OF LOCATION AND APPROPRIATION OF WATER. KNOW ALL MEN BY THESE PRESENTS: That I, Chas Kirby Fox, of Fort Bidwell, state of California, for myself, my successors and assigns, have located and appropriated, for domestic and irrigation purposes, Ten thousand (10,000) miners inches, measured under a four (4) inch pressure, of the waters flowing in sand creek, in modoc county, california.

Sand Creek 10,000 inches to be diverted via 5-mile canal connecting to 'main canal or laterals of the Surprise Valley Project.' THIS NAMES THE LARGER SCHEME — the Cowhead Lake/tunnel system is called the 'Surprise Valley Project.'
