NOTICE OF APPROPRIATION OF WATER SECTIONS 1410 & 1412. hereby appropriate all flood waters to the extent of 50,000 miners inches flowing or contains in that certain creek known as Twelve Mile creek, which has its heading or source on the north side of of Mt. Bidwell, county of Modoc.
Notes: COWHEAD LAKE FEEDER CLAIM — 50,000 inches of Twelve Mile Creek flood waters to be diverted INTO Cowhead/Pelican Lake to increase stored water. The water then exits Cowhead Lake through the same tunnel scheme to Surprise Valley. Diversion above 'Conlin Ranch' on south bank. Notice posted on cottonwood tree. Creek heads on north side of Mt. Bidwell (9,564 ft, highest point in Modoc County). MASSIVE ditch specs: 25 ft bottom, 35 ft top, 10 ft deep. Handwritten correction: 'diverted' written over strikethrough. Witness Louis Kafader. Dated March 8, 1911. This expands the Cowhead Lake scheme to include tributary water — not just lake storage.
