I, W.W. Patch, Project Engineer of the U.S. Reclamation Service, being thereunto duly authorized by the Director of the said Service, pursuant to the act of congress of June 17, 1902 (32 Stat., 388)... claims all the unappropriated waters of Willow Creek, Mill Creek, Clear Lake or Wright's Lake, Lost River, and their tributaries, being an average flow of 10,000 inches and a maximum flow of 150,000 inches.
