I, W.W. Patch, Project Engineer of the United States Reclamation Service, being thereunto duly authorized by the Director of the said Service pursuant to the Act of Congress of June 17, 1902, and in accordance with the provisions of Title Eight of the Civil Code of the State of California, hereby give notice... the use of all the unappropriated waters of said Creeks, streams, lake and river being an average yearly flow of approximately 10,000 inches and being a maximum flow of 150,000 inches, measured under a four inch pressure.
