Know all men by these presents, that I Robert E. Raine of Surprise Valley County of Modoc have this day claimed, located and appropriated... two hundred and fifty (250) inches measured under a four inch pressure of the water here flowing in Eagle Creek in said Valley... I give notice that I intend to divert said water at the mouth of Eagle Creek Canyon... I also claim two hundred additional inches of the water of said Creek...
