a Statement of Diversion and Use with the State Water Resources Control Board. Pre-1914 rights are
only in eWRIMS if holders voluntarily filed — many have not, making these rights less visible to the state.

Know all men by these presents, that we D.A. Jess, J.A. Jess and Jonathan Jess, have this day claimed and appropriated for the purposes of irrigation one hundred inches measured under a four inch pressure of the waters each of the two creeks situated in Jess Valley in the County of Modoc, State of California, and commonly known as the East and Lake Fork creeks. To further establish this our said water right, we propose to divert the waters of East creek to the extent of one hundred inches as aforesaid by means of a ditch, each about 12 inches deep and 18 inches wide, taken out at the mouth of East Creek Canyon.
Notes: Jess Valley. Three claimants. 100 inches from each of two creeks (East Creek and Lake Fork Creek). East Creek: ditch at mouth of canyon, 12 in deep, 18 in wide, conveying water westerly. Lake Fork Creek: similar ditches above wagon road crossing, conveying water westerly. Land: unsurveyed Jess survey tract. Dated January 20, 1877.
