Both use storage reservoirs with pipe under dam. Horn uses natural channel (6 ft wide) instead of ditch — cheaper conveyance. 8-inch pipe is precisely specified. T45N R6E is in far northwestern Modoc County. Johnson and Horn claims filed together suggest coordinated effort, possibly neighbors.
