NOTICE. Is hereby given that we the undersigned, hereby appropriate and claim, for power and milling purposes, Five hundred inches, measured under a four inch pressure, of the waters here flowing in this stream known as Bidwell Creek, in the county of Modoc, State of California.

Elaborate infrastructure: dam, 1.5 mile ditch with precise grade specs, penstock on mountain side, 20-inch pipe to flour mill. Explicitly states water 'to be returned to the natural channel of said stream without diminution or waste' — non-consumptive use promise. Witness not named.
