Notes: LANDMARK FEDERAL CLAIM — THE RECLAMATION ACT OF 1902. J.B. Lippincott was the USGS Supervising Engineer for the western US (later controversial figure in LA water wars/Owens Valley). Claims ALL unappropriated water in Lost River (5,000 cfs!) for the United States government under the Newlands Reclamation Act. Cross-state claim spanning Oregon and California. Canal specifications are massive: 50 ft wide, 10 ft deep. Related to what became the Klamath Reclamation Project. Affidavit by F.S. Chapman (page 16) confirms posting on Dec 19, 1904 — sworn before G.W. Orfield, Notary Public for Oregon, residing at Merrill. Recorded at request of F.S. Chapman Dec 28, 1904.
