Determine if your tree is regulated
Trees at or above 6" DBH (diameter at breast height) are regulated. Protected Tree: all street trees and trees in public parks or on public property regardless of size; native trees (oaks, California Sycamore) and Heritage Trees on private property. Development projects require tree preservation per the Landscape Manual. Heritage / landmark designation: Heritage Trees designated by City Council for exceptional size, age, species rarity, historical association, or community value per the City Tree Ordinance.

Determine who must apply
Eligible applicants in Carlsbad: Property owner or authorized agent with arborist report.

Your assessment report must include: Tree inventory with species, DBH, canopy dripline, condition/health assessment, retention/removal status, replacement plan. Required certifications: ISA Certified Arborist.

Plan for replacement obligations
Replacement ratio: 1:1 minimum for street trees; 2:1 or higher for Heritage Trees and protected natives. Replacement from approved species list in the Landscape Manual; 15-gallon or 24-inch box minimum. In-lieu fees to the Urban Forestry Fund when on-site replanting is infeasible.
